245A.04 subd. 1: new attestation and CHOW moratorium exemption added

The law adds two new requirements to the license application process. First, a license issued through a change of ownership under section 245A.043 is exempt from any moratorium under section 245A.03, subdivision 7 or 7a, as long as the change does not result in an increase in licensed capacity or service scope. Second, applicants or license holders that elect publicly funded reimbursement for services designated by the commissioner as high-risk under section 256B.044, subdivision 1, must provide a notarized attestation stating whether they received assistance from an unaffiliated business or consultant in preparing the license application, renewal application, or any required documentation or written policies. This section does not state an effective date and the reader should check the act.
