245A.04 subd. 1: license denial cross-reference updated from 245A.043 to 245A.05

The amendment replaces the cross-reference for license denial authority in subdivision 1(a) from section 245A.043 to section "245A.05" when an applicant fails to submit a substantially complete application after receiving notice from the commissioner. All other provisions of the subdivision remain unchanged. This section does not state an effective date and the reader should check the act.
