DHS: CMS approves MN 1115 Reentry Demonstration waiver for pre-release SUD services
CMS approved Minnesota's 1115 Reentry Demonstration waiver, allowing Medicaid to cover SUD assessment and treatment, mental health, and chronic condition care for incarcerated individuals up to 60 days before release. DHS and DOC are developing an implementation plan due to CMS by January 29, 2027. first-phase sites could begin serving people in early 2028. Post-release individuals will receive full MA benefits including carceral case management for six months.
